Add settings (save, load, apply, load & apply) with DB parameter. Irgnore settings, use auto-save- or user-settings from LabVIEW data folder during AfterLaunchInit., but after AfterLaunchInit Core.vi

CSPP_DataUpdate Msg.lvclass: attributes were confused (compiler bug?) Delete attributes save and add again solved the problem with Typecasting of CSPP_Data to concrete class.

Ignore key item in configutation starting with #. So, # is from now on definitily the sign for a comment!

PVProxy: It is now possible to deactivate all associated PVMonitors by sending an Activate with the boolean parameter set to false.

Check polling mechanism, add DeltaT as SV. Ckeck StartActor.LastAck: First actor, ascending name, is Main-Actor.

- Move 'PV Establish Connection.vi from CSPP_Utilities.lvlib to CSPP_ProcessVariables.lvlib
- Fixed bug in GUIActor DispatchPVMonitors which was introduced by creating more than one monitor for one GUI
- Add polling with simple delay to CSPP_DeviceActor.
