StartActor: Shutdown order is important

Known issue: If you stop the first actor (in alphabetical order!) in the start actor list, other active actors aren't properly stopped. Remedy: Be sure to name the application actor to be the (alphabetical) first one in the start actor list. See comment in CSPP_Core.ini.
