Synchronise rsyslog.conf and logrotate

The /etc/rsyslog.conf managed by sys does not contain the same log config as the default on Debian Bookworm. Since we do not manage the logrotate config for syslog likewise, some log files are not rotated and pile up.

Synchronise the rsyslog.conf with the Bookworm defaults or configure a matching logrotate config.
