If doing a client-only build, do not set the FS_REQUIRES_DEV flag for the 'lustre' filesystem type. This is only needed on the server, but the filesystem type declaration is shared between both. In master, this was fixed by declaring a new 'lustre_tgt' filesystem type and using that for server filesystem mounts. However, for 2.12 this is overkill, and it is possible to get a 95% fix by dropping the FS_REQUIRES_DEV flag for the common case of client-only builds.
