ucesb and AIDA config

the ucesb AIDA unpacker ideally needs some values from the AIDA.txt, which are currently duplicated somewhere in setup.hh or something (e.g. AIDA_MAX_FEEs)

It would probably be cool to generate the header stuff from the AIDA.txt file when building ucesb or something, but also a lot of effort so low priority

This is probably part of a larger project to automate certain things like header files and ucesb struct generation?
