Apply CERN code-changes to GSI-Silecs

GSI last sync with CERN ( Bug 1160 ): 18.07.16 CERN first commit into new svn-repo : 14.10.16

--> 3 months missing

After apply all changes:

• check all PLC-types are available
• check that all data-types are available
• possibility to calc two checksums for .silecsparam? ( open issue )
