Generic loghosts for `sys::rsyslog`

m.pausch requested to merge rsyslog-generic-loghost into master

Adds new functionality for rsyslog, so that other loghosts may be defined.

Supports sending logs over udp, tcp, tcp+tls, tcp+tls+relp.
