landing b_brw, which _includes_ all fixes from b_lov.

Roughly, this fixes bugs in 3 general areas:

- OSC was locking one byte too many; fixed.

- several LOV bug fixes, to support adding LOVs and striping over fewer
  than the maximum number

- the brw code was rewritten
