Resolve "Regression: Silecs Toolbar icons dont show"

The reason I found was that some projects not created via plugin does not have silecs natures.

Solution: during exploration in project explorer check if in project there is silecsdesign or deploy file and add corresponding nature. After that the icons are in right place when the project with the silecs file is opened in editor.
