- fix as well unittest for silecs_cli and execute them during install

Fixes #39

- only a single SILECS_VERSION folder, all silecs packages are below
- separate snap7 folder, versioned idependently
- link 'latest' to most recent snap7 folder

- print needs braces now
- type 'long' does not exist any more --> use 'int'
- use encode() toget byte string
- ignore __pycache__ files
- strictly use integer, to prevent float notation
